You do not need permission unless this type of bread has some exclusivity owned by a person or organisation.
What you would need to do is have your kitchens and all equipment inspected by the local health and safety department to ensure that your kitchen etc is hygienic. You would also need to take a certificate of Hygiene to show that you are trained and that you will be able to maintain a clean working area.
You would also need planning permission if you are going to use your own home as the manufacturing premises. Same applies if you rent a small factory unit.
All this is related to the UK. I know nothing of the American regulations but I do not doubt that they will be similar.
