Monaco was the code name used in 2006/2007 by Microsoft for the music program (similar to Garage Band) that they had under development at the time.
Nothing much has been heard about it since. I don't think you'll ever find a product by that name available from Microsoft.
You might try a product called Magix Music Maker if you're looking for a Windows-compatible music program.

It's not out yet. Idk when it will be, and when it does come out, odds are it wont be called Monaco, usually those are code names. Like I know Windows Vienna was a code name but i forget for what operating system...must of been Vista.
